Governments all over the world have a long tradition of intervening in the market with the aim to promote the creation and growth of SMEs. In almost all countries policy programmes have been established to support SMEs. The objective of the assignment is to conduct a comparative study of good practices of regulatory, institutional and operational frameworks to create and run public SME promotion agencies, based on successful experiences and challenges of countries that have initiated these initiatives. Next to desk research, 6 SME organisations established in Europe, Latin America, Asia and South-Africa, are studied in-depth.
