Do SMEs create more and better jobs?

85% of net new jobs in the EU between 2002 and 2010 were created by small and medium sized enterprises (SMEs). This figure is considerably higher than the 67%-share of SMEs in total employment. During this period, net employment in the EU's business economy rose substantially, by an average of 1.1 million new jobs each year.

These are the main results of a study on the essential contribution of SMEs on job creation presented by the European Commission on 16 January 2011. The study was prepared by Panteia/EIM Business & Policy Research with support of Ikei Research & Consultancy, the Austrian Institute for SME Research and GDCC.

Sad news

It is with deep sadness that we have learned of the untimely death of our Slovak colleague Juraj Poledna. He passed away unexpectedly on 31 December.

Juraj was the owner-manager of Peritus, the Slovak member of the ENSR. We have known Juraj for many years as a very kind and professional colleague with whom we have worked on numerous small and large projects. Juraj Poledna was born on 2 September 1948. He studied mathematics and computer sciences at the Charles University in Prague. He got a PhD in biophysics from the Slovak Acade-my of Sciences in Bratislava. From 1971 to 1996 he worked for the same Academy. In 1981-1982 he was visiting Associate Professor in molecular physiology at the University of Pennsylvania, USA.In 1996 he became self-employed consultant for companies and two years later he joined NADSME, the National Agency for Development of Small and Medium Enterprises in Bratislava, as Director of the Department of Business Environment Analysis.

In 2003 NADSME be-came a member of the ENSR and participated in the large study ‘Observatory of European SMEs’. Since then many ENSR colleagues worked with Juraj on international studies.In 2005 NADSME changed its strategy and closed its research department. Juraj started his own company for socio-economic research and consulting Peritus. Peritus became the Slo-vak ENSR member. He continued to deliver his contributions (always of very good quality and within the time limits set) to many international studies.

ENSR organises training course on Impact Assesments
On 6 & 7 June 2011, 16 researchers from 8 European Member States gathered in Brussels for a 2-day training course on Impact assesments. More and more invitations to tender require applying the IA methodology. That is the reason why the ENSR choose IA as the subject of this year’s training.
One of the speakers was Andrea Renda, a Senior Research Fellow at the Centre for European Policy Studies (CEPS) in Brussels, where he started and currently manages the CEPS Regulatory Affairs Programme. As part of the training, three cases were presented, one by Andrea Renda, one by Derek Light from Oxford Research Denmark and one by Jacqueline Snijders, from EIM Business & Policy Research in The Netherlands.

 SME Performance Review 2009, Annual Report and SBA Fact sheets now publicly available
The Annual Report and SBA Fact sheets of 2009 are now publicly available on the website of the European Commission. The Annual Report provides an overview of the size, structure and importance of SMEs to the European economy and their contribution to growth and jobs, as emphasised in the SBA and the Lisbon agenda. The SBA Fact sheets provide more in-depth information on the country level. They are structured according to the 10 principles of the SBA (Entrepreneurship, Second Chance, Think Small First, Responsive Administration, Finance, Public Procurement and State Aid, Single Market, Skills and Innovation, Environment and Internationalisation) and are based on core indicators which relate the individual Member States to the EU average.   Report on EU SMEs and subcontracting now publicly available
The report on EU SMEs and subcontracting is now publicly available on the website of DG Enterprise of the European Commission. The study has been carried out by EIM Business & Policy Research and Ikei Research & Consultancy in cooperation with the ENSR network and GDCC. It provides an overview of qualitative and quantitative information about the phenomenon of subcontracting in general and about the subcontracting practices in the automotive sector, the shipbuilding and marine equipment sector, and the construction sector. In the report also reasons behind subcontracting practices as well as recent trends, opportunities, benefits and problems for SMEs derived from their involvement in subcontracting activities and the main challenges SME subcontractors face, are discussed.   ENSR organises training course on evaluation studies
On 17 & 18 March 2010, 24 researchers from 13 European Member States gathered in Brussels for a 2-days training course. The training was held at the premises of the Belgian partner ‘Hogeschool-Universiteit Brussel’. During the training among others the tender documents, the type of evaluations, the concept of additionality, the methodological approach as well as the change in focus of the European Commission regarding evaluations were discussed. As part of the training, three cases were presented by senior researchers from Denmark, United Kingdom and Spain. The trainees also visited the Brussels' ENSR office.

  Sad news
On April 1, Margrit Habersaat passed away in her eightieth year of life, after a heart surgery from which she recovered well first but then relapsed. Many of the ENSR researchers will remember Margrit Habersaat. She was in duty for KMU-HSG from 1952 to 2004 (!) and was one of the most important persons for the Institute over a very long period of time. KMU-HSG is the Swiss Research Institute of Small Business and Entrepreneurship at the University of St. Gallen. Since the early nineties KMU-HSG has been an associate member of the ENSR. Margrit participated in all Observatory projects and attended several ENSR meetings. We will keep her in mind as a warm and lovely person.

  Conference “From the European Charter for Small Enterprises to the Small Business Act”

The conference took place from 5-6 October 2009 in Stockholm, Sweden. The conference started with among others an opening speech of Françoise Le Bail, Deputy Director-General and SME envoy, DG Enterprise and Industry, European Commission. She indicated that “with the SBA, SMEs are increasingly put in the centre by the European Commission and hopefully also by the Member States”. She also pointed at other measures taken by the European Commission such as the SME week, launching of the Enterprise Europe Network and Erasmus for Young Entrepreneurs.

At the conference several good practices were presented. During the general sessions, three good practice premium cases were presented: the Women’s Enterprise Ambassadors in Sweden, the destigmatisation of bankruptcy in the UK and the university seminar to foster an entrepreneurial mindset among art and design students in Austria. In addition, there was a review of two good practices from the previous Charter conferences. 

Furthermore, good practices were presented at the workshops organized. The themes of the workshops were among others easier access to public procurement and benchmarking of progress in SME policy in the western Balkans and in the Mediterranean, and reducing late payments. With regard to the latter, there is currently a proposal of the European Commis-sion to have public authorities pay their invoices within 30 days. 

Besides workshops, also a panel discussion was held. Panellists were Gunilla Almgren (UEAPME Vice-President and First Vice Chairman of Företagarna), Ben Butters (Director European Affairs, Eurochambres) and Angele Giuliano (Entrepreneur, Malta). The discussion focused on the European recovery plan and the implementation of the Small Business Act. At the end, there was a voting by the audience among others on what they thought were the most important measures taken by the European Commission and what they thought was the most effective when transforming environmental challenges into business opportunities (i.e. support innovation, green public procurement etc.). 

The conference was closed with some remarks by Françoise Le Bail and the state secretary of the Minister of EU Affairs of Sweden.
